Title VI

Civil Rights Act of 1964

The U.S. Congress signed the Civil Rights Act in 1964 and the Civil Rights Restoration Act in 1987. The Act prohibits discrimination on the basis of race, color, sex, or national origin. Provisions of the Act also prohibit discrimination in employment.

Title VII

Title VII of the Civil Right Act protects employees and job applicants from employment discrimination based on race, color, religion, sex, and national origin. Lakewood Water District is an Equal Employment Opportunity (EEO) employer and adheres to the requirements of Title VII, as well as other federal and state nondiscrimination laws.

Title VI

Title VI of the Civil Rights Act prohibits discrimination based on race, color, sex, or national origin in all benefits and services provided by government agencies. Additional nondiscrimination laws prohibit discrimination based on age, income status, or limited English proficiency. Title VI and other non-discrimination laws apply to all local government programs and activities, regardless of whether or not they are federally funded.

Lakewood Water District assures that no person shall, on the basis of race, color, sex, national origin, age, income, or limited English proficiency, be excluded from the participation in, be denied the benefits of, or be otherwise subjected to discrimination under any District program or activity.

Filing a Title VI Complaint

Anyone who believes they have been discriminated against or denied access to a District facility, program, service, or activity on the grounds of race, color, sex, national origin, age, income, or limited English proficiency, or believe they have been retaliated against or intimidated on the same grounds, may file a formal complaint with the District.

Please submit your complaint in writing within 180 calendar days of the alleged occurrence. The District will not officially act or respond to complaints made verbally.

Your complaint should include the following information:

  • Your name, address, and telephone number.
  • Name of the program or Lakewood Water District employee(s) your complaint concerns.
  • Description of the alleged discrimination, including the location and date of the event.
  • Your signature. Or, if someone is filing a complaint on your behalf, their signature.

Americans with Disabilities Act

 

The U.S. Congress signed the Americans with Disabilities Act (ADA) in 1990, and it went into effect in 1992. The ADA is a civil rights law that prohibits discrimination against individuals with disabilities in access to jobs, public accommodations, government services and programs, public transportation, and telecommunications.

Title I

Title I of the ADA prohibits private employers, state and local governments, employment agencies, and labor unions from discriminating against qualified individuals with disabilities in job application procedures, hiring, firing, advancement, compensation, job training, and other terms, conditions, and privileges of employment. Lakewood Water District is an Equal Employment Opportunity (EEO) employer and adheres to the requirements of Title I.

Title II

Title II of the ADA adopts the general prohibitions against discrimination contained in Section 504 of the Rehabilitation Act of 1973, but applies to all state and local governments, regardless of whether or not they receive federal funding. It prohibits the District from denying persons with disabilities the equal opportunity to participate in its services, programs or activities, either directly or indirectly through contractual arrangements.

It is the policy of Lakewood Water District to make every reasonable effort to provide equal access to District facilities, services, programs, and activities for citizens with disabilities in accordance with the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act of 1973. The District does not discriminate against anyone on the basis of disability.
