Water Availability


  • A Certificate of Water Availability is required by the City of Lakewood and West Pierce Fire Rescue to ensure adequate water supply in case of a fire.
  • A Preliminary Certificate of Water Availability is required for all Short Plats or Boundary Line Adjustments (BLAs).  No flow information is provided, simply verification that the District is the water purveyor (provider) of record for the property.
  • For building permits, each structure must have a Certificate of Water Availability.  The owner/contractor must provide the District the project address, parcel number, proposed building type, and square footage.
  • For T/I (Tenant Improvement) building permits, fire flow requirements are calculated on the square footage of the entire structure, not just the area being remodeled.
  • Fire flow requirements are based on current International Building Code (IBC) standards.
